"Ten Children Rescued from Horrible Living Conditions" from Fairfield, CA Police Department

Prosecutors say this case is just in the beginning stages, with more charges possibly by the end of the week for the children's mother.

Nine other children were found living in what Hurlbut says were "squalid and unsafe conditions". The only reason the house was messy when police arrived, she said, was because she'd torn it apart looking for her 12-year-old son.

Lt. Greg Hurlbut says an investigation revealed a lengthy period of "severe physical and emotional abuse".

Fairfield police arrested Rogers' 29-year-old husband Jonathan Michael Allen on Friday after a six-week investigation.

On the 31 of March, the day when Jonathan was arrested, law enforcement agents discovered that the California father and his wife, Ina Rogers, forced their children to live in squalor. None of the children required medical care.

Fairfield Ten Fairfield youths, many of whom suffered intentional burns, puncture wounds and pellet-gun injuries, have been rescued from their home where garbage, rotted food and feces littered the floors, police advised Monday.

After weeks of interviews the Solano County District Attorney's Office charged the children's father Jonathon Allen with 7 counts of torture and 9 counts of child abuse. She didn't elaborate on the details.

It literally breaks your heart, and you're outraged by how a parent or anyone could commit those acts, she added.

Rogers, 30, was arrested on suspicion of neglect last month and released after posting $10,000 bail.

The police were made aware of the awful conditions of the household after a 12-year-old boy was brought back to the house. Larry Magnaye says he had no idea 10 kids lived across the street - he says he never saw them.

Reporters noted that during the tour, however, the house was still filthy, with scuffed walls and animal feces in the bathroom, according to the AP.

Authorities on Monday for the first time detailed the disturbing conditions of the couple's home, which has shocked neighbors in the tree-lined cul-de-sac who said they did not know 10 children were living in the house. The home's other rooms were used as a master bedroom, playroom and meditation room. He said he was unaware that they had children until Rogers approached him in March, asking about her missing son. They eventually located the 12-year-old in the neighborhood and took him back home. She did not say why.

Rogers also claimed that the only reason her husband was facing such serious charges is because he looks threatening.

Aleida Quartman, 23, who described herself as Rogers' co-worker, said the mother spoiled her children.

Peggy Allen, the mother of Jonathan Allen, said she had talked to Rogers about the importance of keeping a clean house.

"We're in the process of making the decisions to file the appropriate charges", she said. They were handed over to social services, and parents will be judged.
